We used Marine Vinyl which we purchased at Joann Fabric.  You can also make these pretty napkin rings from good quality felt such as Wool felt, faux leather, suede, ultra suede, pretty much any type of sturdy non ravel fabric.  Or use cotton and let them ravel - how shabby chic for the kitchen!
